A pioneer resident of Denison, Mr. George Moulton conceived the idea of a dam on the Red River during a visit to California where he was caught up in the excitement of Boulder Dam.  Though not an engineer, he still was able to study contour maps of the Red River and determine that Baer's Ferry was a logical site for a hydro-electric, flood control dam.
