STAR awards incentives for compliant behavior and imposes sanctions for negative behavior.

STAR has been developed to help participants achieve total abstinence from  illegal and other drugs of abuse including alcohol. The program is designed to promote self-sufficiency and return participants to the community as a  productive and responsible member.
